With all deference, I can only regard

Mr Young's comments either as a very amateur performance, or as a bit of special pleading.

He appears to ignore the difference between revenue duties which produce

revenue and protective duties which may

produce little or none. Further, he appears

to imagine that the burden of customs duties, whether revenue or protective, would fall on the same sections of the community as the existing roperty taxesetc.

But by all means let us find out what the Foreign Office, as well as the Governor think of Sir F.eith Ross's proposals.
